Your Majesty, Because of the uprising in the New Lands and the call to suppress them, I have devised a superior plan of subduing and regaining control of the colonies. This first starts with our deploying number.
Although regaining control of the colonies may appear easy, I fear for the worse, and I have heard that half the the inhabitants actually support their “freedom”; no small number. Our greatest mistake would be to send too few troops, therefore, the number shall be quite large, possibly numbering at 160,000. Although our army might not be so willing, we could promise them land in America, and that would cost us nothing. Issuing a draft would work, and hiring more mercenaries is another option, yet those options are more expensive. The best choice would be to gain support in America itself. It is estimated around 20 percent of the Americans are loyalists, and that number would grow just by showing the loyalists that we can quench the revolution, and keep them safe. With this boosted confidence in us, spies, supplies, and new soldiers will become available to us .
I also fear that we have underestimated their wits. Although many of the rebels consist of mindless farmers, a few have proven themselves to be very crafty, and can turn mindless farmers into strategic, hit-and-run soldiers. To counter this, we must re-train our strategic thinking when fighting these criminals. Will standing in a large mass while rebels fire at us in hiding suceed? Definitely not! We must, in some ways, fight like them, dressing in dull colors, and traveling in hiding instead of out in the open.

One of their few crafty minds is their general, George Washington. He an effective general, and knows as well as we do that if his army is captured, their resistance is over. He has also fought with us previously, and he knows which of our strategies will work in which situation. The most effective way to counter this is to create new ones, strategies meant to counter unfamiliar terrain and small attack-and-retreat groups.

While winning battles is important, it isn’t all that is needed. These rebels are currently gaining friendship with some powerful forces as we speak, and we must not let this happen. We should not stop this by force, but rather by becoming the better friend, through gifts, treasure, and inventions. This will be a large blow to the Americans, because many have counted on allies to be their success. We must also send back news of the war to Britain, and sell this war to our citizens for their support. Without a unanimous effort, Britain will suffer. If our people are on our side, more money, provisions, and soldiers will be available.
Once we have entirely suppress those who oppose us, we must regain faith of those who are neutral, to eliminate any spark that could start of a resistance. This goal would need a fair yet firm police infrastructure, and possibly an established government for the people.
